Working with NHS England to provide support on complex contracts

Working with NHS England, we've designed a consistent, streamlined process for supporting and assuring the successful delivery of complex contracts.

As local communities look to develop new care delivery options, we recognise that there can be risks associated with these. The Integrated Support and Assurance Process (ISAP) has therefore been designed by us and NHS England to ensure we have a co-ordinated approach to supporting the transactions for complex contracts. 

Together we’ve produced guidance detailing the integrated process that we’ll be using to help providers and commissioners looking to complete procurements for complex contracts. This guidance includes:

  • lessons learnt from past complex contracts
  • key risk management questions for providers, commissioners, NHS Improvement and NHS England
  • the stages of the ISAP
  • when to apply the ISAP
  • information on the submissions and evidence expected from commissioners and providers at each stage
  • how to feed back on the ISAP
  • next steps for those working on complex contracts

The resource replaces the introductory document published in November 2016. This full guidance is in three parts:

  1. Part A: Introduction to the ISAP for commissioners and providers looking to procure, or bid for, a complex contract
  2. Part B: The questions that will be asked of, and the submissions expected from commissioners at each stage
  3. Part C: Guidance for NHS trusts and foundation trusts looking to bid for a complex contract.
