NHS Improvement collects information from providers about the costs they have incurred in running healthcare services yearly. This includes both reference costs and patient-levels costs (PLICS).

This is part of the Approved Costing Guidance.

In 2018, cost data for the 2017/18 financial year will need to be submitted as follows: 

  • All providers need to submit reference costs. 
  • Acute providers are also encouraged to take part in the voluntary PLICS collection as part of the national cost collection. 
  • There is no education and training collection in 2018. 
  • There will be pilot PLICS collections for community, mental health and ambulance services.

Costing assessment tool (CAT)

The costing assessment tool (CAT) provides an objective assessment of the quality of costing at each trust and the degree to which the costing standards have been implemented. Details on how to complete and submit the CAT are included in the guidance section of the tool.

The costing assessment tool for acute services provides an objective assessment of the quality of an organisation's costing. It should be completed and submitted to NHS Improvement by 5pm on 21 September 2018.

This is an example file showing the format of the generic report which can be loaded into the CAT tool. This report contains dummy data. More information on the data import functionality can be found in the guidance section of the tool.
