In 2018, cost data for the 2017/18 financial year will need to be submitted as follows:
- All providers need to submit reference costs.
- Acute providers are also encouraged to take part in the voluntary PLICS collection as part of the national cost collection.
- There is no education and training collection in 2018.
- There will be pilot PLICS collections for community, mental health and ambulance services.

Costing assessment tool (CAT)
The costing assessment tool for acute services provides an objective assessment of the quality of an organisation's costing. It should be completed and submitted to NHS Improvement by 5pm on 21 September 2018.
This is an example file showing the format of the generic report which can be loaded into the CAT tool. This report contains dummy data. More information on the data import functionality can be found in the guidance section of the tool.
